Gladkov complained that residents of the Belgorod region are stealing from generators amidst massive power outages

The governor of the Belgorod region, Vyacheslav Gladkov, stated that local residents are cutting off batteries and cables from generators supplied to the region, for which 2.3 billion were allocated from the federal budget.

"Dropped them and left. Ideally, they should be covered with concrete. We hadn’t even finished installing the generator — ‘wonderful people,’ whom, unfortunately, we have, just like in any city, in any settlement in the country, start cutting off batteries, cutting off cables.

Look at how much this costs. I remind you, 2.3 billion rubles from the federal budget alone. Complete mismanagement, a careless attitude, a lack of understanding of what is happening," — Gladkov stated.

The governor ordered the generators to be protected from vandalism by the end of the week. The heads of municipalities are responsible for the safety of the generators.

Currently, 228 generators in the region have been checked for serviceability. Of these, 188 are fully ready for operation, 33 — have been delivered to locations, but are not yet connected, and another 7 are in transit to sites.

Why is guy in charge of managing this complaining that it was poorly managed? Is he upset that all the copper was gone before he could get to it?
