Well, England, Scotland, Wales and Northern Ireland are nations within a state (union), as were Austria and Hungary historically. Unfortunately I don’t think Spain is in the mood to consider that amount of decentralisation.

Spain is already is federal state, autonomous regions manage their own education and healthcare systems. Education in Basque Country and Catalonia is done in Basque and Catalan. Some of them are even considered “Nationalities”, see the last column in this table https://en.wikipedia.org/wiki/Autonomous_communities_of_Spain#List_of_autonomous_communities
Again, I was speaking about a hypothetical scenario where Catalonia becomes its own country
