No,the WWW is a part of the Internet. You can use something like Gemini but it is still part of the Internet and a lot of it will still be hosted on VPS and cloud providers.
WWW without the Internet? No. Without cloud services? Absolutely.
FYI: You can download and host a local copy of Wikipedia. The English language backup is less than 30GB. I seed the monthly torrent of it (updated once a month).

Yes. All surfing is between your client and the server running the web services.
The problem is that many many companies/developers used cloud services to host their websites. It’s where they out their computers/services that determine the reliance on the big hosting platforms or not. Your client really has no say in the matter.
I use the Internet all the time without cloud platforms, but it’s because I host tools on non cloud systems. Having Cloudflare or AWS down doesn’t affect my own tools because I’m not hosting them on those platforms.
Sticking with VPS for now!

Ironically, sending physical storage media via snail mail has higher bandwidth than sending data through the world wide web. Latency is bad though.

Pretty sure money is just figures in computers these days anyway.
Plus I haven’t used cash in over 20 years, and if it gets to the point where I need to due to the collapse of civilisation then I’ve got bigger problems than the internet not working. And money will probably be irrelevant.

No, I don’t think it was a test drive. I think it was a human-made issue caused by poor change management and insufficient testing made worse by ever increasingly complicated systems, and overworked, underpaid IT departments.
