You have to prove criminal liability in court, you aren’t responsible if the city uses “shitty parking boots” or “poorly trained officers”, and they can’t prove that isn’t what happened if they don’t find the cut up pieces lying by the side of the road.
in other words, the age old rule applies: only stupid criminals get caught.
If it’s the city that put that on, they might get you for vandalism or destruction of property, something like that. Those parking boots aren’t cheap.
