Then you never have to leave your house…or perhaps more importantly, you won’t need to feed potentially hundreds of carrier pigeons and clean their cages.

It’s completely unenforceable though…
But even if it was, just use direct encrypted file transfers. Your ISP can’t detect anything illegal there.
