We had bunch of 28ish days this summer and it was quite miserable especially after climbs on mountain bike. 15-20°C is just around where you can wear a sweater when just chilling around, and drop it when doing sports 10-15 and I might put on longer trousers and a light jacket or sweater/hoodie when cycling

No.
