Still think it’s a bit different, steam is essentially a store so I’m expecting to see a promotional banner when I walk in. Windows is a “paid” product that shows you more ads on something you already “own”.
Steam is a place for buying and selling games, it makes sense to show (attempted) relevant store content on launch by default and allow users to turn it off
Windows is a paid OS, I think we can all see the difference
