Does this replace your ISP (like Comcast for example), or am I just reconfiguring my browser to access these sites and not send my traffic through the regular Internet?

Nah, you run it over your existing ISP connection but set up an “i2p router” on a PC / laptop / server to connect to others on the i2p network.
