Putin used the first two years to conduct a pogrom of Eurasian descended people from the poorest shit hole oblasts to the east. So it’s taken some time for the youth of St Petersburg or Muscovy to return with catheters, crutches and TBIs.
I was thinking of those poorest regions, I imagine people in the big cities are well aware of the risks?
