When I tap “invite friends”, it’s only to email a link to the app download webpage
When I tap the pencil button, it only allows me to send a message to an existing contact
I am missing a step, where is it?

Atleast on Android you can go to settings (in the Signal app) and find the little QR-Code icon. Tap that to find your username and the share/add options via QR-Code or link. Maybe you have to first set a username to your account in your profile (by clicking on your profile icon/image)
I did have to set a username to enable it, but now it works at last! Thank you for clear path to solution
If they’ve set a username and will give you that, you can add them without needing or seeing their phone number. They could also give you the QR code for their account.

On signal clic on your image/face in the up right corner -> parameters
I don’t have an image in the upper right corner (android) but I was able to do it like this, at last:
- Tap the 3-vertical-dots menu in the upper right corner
- Tap settings
- Tap my name (next to a circle at the top)
- Set a username
- Use that username or the QR code that is now available after setting username
I was NOT aware I was using Signal without a username all this time
I have an image in the upper left corner, and a pencil in the upper right corner. Touching the image gives me the options of filter by unread, select chats, and settings. Nothing in settings for parameters, same with new message (pencil)
If you click on Settings in the menu, then click the small QR code-like icon in the right of the label with your profile pic etc, that’ll take you to a page where you can share the QR code for your account or your username.
If you share your username with a contact (and vice versa) no phone numbers are exchanged.
