The real reason he exists is that they needed a partner for Wario in Mario Tennis, I’m not sure if they’ve expanded on the lore from there
I hope they do expand the lore but keep that origin canon.

Luigi was about to start a doubles match by himself. Then he remembered Mario had a Time Machine. Long story short, Waluigi has some genetic deficiencies that cause anger issues and odd hair growth.
It’s the subject of much scholarly debate.
