This was already clarified. FIFA cannot ban Israel for the same reason they weren’t the ones banning Russia. UEFA suspended Russia, and as a side effect Russia was also prevented from participating in FIFA competitions, and only UEFA can suspend Israel.
It was a joint decision with UEFA.
Following the initial decisions adopted by the FIFA Council and the UEFA Executive Committee, which envisaged the adoption of additional measures, FIFA and UEFA have today decided together that all Russian teams, whether national representative teams or club teams, shall be suspended from participation in both FIFA and UEFA competitions until further notice.
When asked what was happening with FIFA’s own investigation into Israel’s status, Montagliani said he “unaware of where it’s at” and said he had not seen any legal analysis of the Palestinian FA’s complaint.
