There’s some structural reasons (the senate, primarily) that American politics will almost inevitably devolve into two parties.

Remember that Obama and Biden both could have gutted ICE but they didn’t. Obama in particular didn’t push for universal healthcare or comprehensive immigration reform because he wanted to “save political capital” which he never actually spent.
