It’s an alt-history Hearts of Iron 4 mod. One of the paths for Germany is Hermann Goring becoming the chancellor, in which case he turns the country’s entire economy into a Ponzi scheme that can only be maintained through constant expansion and plunder. There’s no way to win on this path - either one of your invasions stalls long enough to implode your economy, or your only remaining targets are nuclear powers, invading whom triggers a nuclear holocaust.
