The US simply would not join it it could not veto the security council. Same goes for the other permanent members. So there is no plan because powerful nations don’t want there to be one.

No hate speech, slurs, celebrating death, advocating violence, or abusive language. This will result in a ban. Usernames containing racist, or inappropriate slurs will be banned without warning
