It was a (perhaps bad) joke at their currently failing attempts to reclaim their past glory but instead exposing how years of corruption meant their equipment and arsenals are sorely unmaintained and of poor quality.

Maybe the Russians thought the Moon was part of Ukraine. Most of their rockets seem to be aimed that way lately.
