Looks like an older Ford maybe? Can almost guarantee that truck has a 12v always-on (‘hot’) accessory socket somewhere, or an always-on USB socket. He wouldn’t even need to have the key switched onto Accessory in the ignition to charge his phone via one of those sockets - let alone running the engine.
Edit: I forgot though. Reading the manual is for nerds.
