    You should watch “Prosecuting Evil.” It talks about the allies after WW2, faced with a situation pretty similar to this, and how they had to grapple with what could even be done to try to stop the cycle of violence followed by “justified” retribution that had practically consumed the world by the middle of the 20th century, basically all the way into and including the genocide in Gaza in a literal unbroken line.

    What Ben Ferencz came to believe was the solution, was the International Criminal Court. He had a ton to do with pushing for its initial creation. Basically, we do exactly what we do inside our civil societies to maintain order: Agree on laws, then enforce them. The idea “well they did something wrong so we have to do all out war until they can’t do wrong anymore because they are dead” sounds like it makes sense but in practice it is not the way.
