What Ben Ferencz came to believe was the solution, was the International Criminal Court. He had a ton to do with pushing for its initial creation. Basically, we do exactly what we do inside our civil societies to maintain order: Agree on laws, then enforce them. The idea “well they did something wrong so we have to do all out war until they can’t do wrong anymore because they are dead” sounds like it makes sense but in practice it is not the way.

Might I suggest the 1961 epic Judgment at Nuremberg for a more critical view of immediate events following WW2 and how much justice really could be expected from court proceedings.
