Probably not, but I imagine that disabling or uninstalling the play store will bypass it since it’ll likely use the Play Protect Dialogue injection in Package Installer to bounce inauthentic installations.
I’m Draconic NEO, this is one of my accounts in the Fediverse. This account serves as a backup and to prevent impersonation by holding my username and an official presence here in the Fediverse.

So disable play protect and this goes away
You’ll probably have to disable Play Store for it to go away, Turning off Play Protect isn’t very effective anyway. Even with it off it has still disabled apps automatically and warned me. I disabled Play Store and the behavior went away.
EDIT: further research shows this will not be based on play protect but will be implemented in the APK itself. I hope this shit can be patched out because you know Google is doing to do this with YouTube to kill revanced
I think you might be confusing this with App Integrity which Google offers to developers to include in their apps, this change is to prevent people from installing their own apps, likely with a dialogue to interrupt it. Play Protect can already interrupt installations asking you to agree or not. That’s in all likelihood the mechanic they’ll use to enforce this.
You can’t seriously actually trust that turning it off in the Google owned app they control or update will be meaningful. I’m really sick of people claiming it is, and I hope this will get them to realize that.
If you want to crush it fully, disable google play store as a whole, and make sure to tell your friends too because if that solution doesn’t get more popular there might not be third party apps to install since the devs will just quit.
That is all true, I was just giving an example of cases where it’s not necessarily worth it. Vita is far from that and there are indeed many exclusives that haven’t been ported and probably will never be ported. There are also many games on Vita which aren’t identically or mostly identically ported to a different platform. It’s also a more unique platform than Xbox which is basically just a locked down PC.
If there’s a port of one that’s identical or otherwise runs identically it’s less worth it for those. A platform like the Xbox one would basically be useless to emulate since every game is available elsewhere or if it isn’t, not preservable (cloud games).
Most Roms these days allow disabling the google play store, you don’t even need root to do it. Since enforcement will likely use the same tech as Play Protect (but without consent settings) disabling Play Store, and possibly GMS too will kill it outright.
They might implent changes in future Android versions to make this more difficult if not impossible though.
