As someone who also struggles with video game binges that often last 8-24 hours, has he ever considered he might have ADHD? I have it (inattentive type) and depression and what little you’ve mentioned reminds me of myself.
Even if he doesn’t have ADHD and is just avoiding dealing with other issues, looking into some strategies for staying present and managing unpleasant thoughts from an ADHD perspective might help if his main way to cope is distraction. I would also encourage him to see a therapist if he can afford it, but that’s a huge step for some and it might take a bit to get comfy with the idea.
I’m not really surprised. A phone can often be cheaper, can do a lot of the same tasks (and some a PC can’t do without special hardware), and generally has a better warranty program and tons of upgrade promotions. A lot of younger people have never needed to use a PC because they had tablets or phones.
I also think the concept of having to pay for an OS license is kinda stale for MS in particular because they’re money grubbers in so many other ways. Just give out the OS for free to non-enterprise users and call it a day; it’s not like they’re using the revenue to provide desktop support or add customer value.

You don’t have to vector trace. Just try your best freehand with simple shapes and get better over time. A lot of digital drawing software has pen smoothing and you can adjust the paths after the fact if you use Inkscape/Illustrator.

Yep, I used to work for a robotics company that makes self-navigating floor cleaning robots. The LIDAR is completely integrated into the housing of the robot in both the old designs and the new one; it’s barely noticeable.
