Why is that flag on the left lowered?
Its a second flag on the same flagpole?
I’m talking about the one closer to the ground.
The 3rd one on the mast? Probably someone just hang it there. Its not uncommon for units to hang a ton of flags in particular places. Flag etiquette might not be their forte.
