      Bill 96 is an extension to Charter of the French language in Quebec and this particular extension applies to all civil administration so only people following specific exceptions can actually ask to have service in English. The exceptions are described here : https://www.quebec.ca/en/gouvernement/politiques-orientations/langue-francaise/modernization-charter-french-language
